Description: The 2008 African Report on Children's Well-Being: What is the percentage of African governments that are child-friendly? is the result of numerous individuals and partner organizations working together. It has been enriched by partner contributions and informed by a number of background articles. This is one of such papers. It was hoped that this background paper, together with the others, would spark debate, inform debates, and encourage action on behalf of Africa's children.
